Viktorien van Hulst has been the Fund’s managing director since 1 July 2021.

Advisors

The Performing Arts Fund works with a pool of advisors from which it forms advisory committees for each focus area and each funding round. The Performing Arts Fund’s focus areas are: music, composition, internationalisation, musical theatre, theatre, dance and festivals.

The advisory committees, in close consultation with the Fund’s secretaries and programme staff, advise the Board of Directors on the distribution and allocation of grants.

Advisors possess broad knowledge of developments in one of the Fund’s focus areas. And they all have specific knowledge of one or more subgenres within music, theatre, dance or composition.

External selection panel

The members of the external selection committee advise the Board of Directors on the appointment of committee members to the pool of advisors.

The members are:

Multi-year Advisors

The Fund uses a peer review system to assess the 2025–2028 multi-year production grant and the 2025–2028 multi-year festival grant. Professionals from the performing arts assess the grant applications of other professionals from the performing arts. They form the advisory committee for the multi-year grants. The names of all advisors and chairs for the multi-year festival grant 2025–2028 and the multi-year production grant 2025–2028 can be found on the right-hand side of this page.

Advisory committees for the multi-year production grant 2025–2028

There are three independent committees for the multi-year production grant, divided into the following categories:

  • Category I
  • Category II
  • Category III

Each advisory committee consists of a number of advisers and a technical chair.

Advisory committees for multi-year festival grants 2025–2028

Five independent committees have been established for the multi-year festival grants, divided across the following regions:

  • North (Groningen, Friesland and Drenthe)
  • East (Gelderland and Overijssel)
  • Mid (Utrecht and Flevoland)
  • West (Noord-Holland and Zuid-Holland)
  • South (Zeeland, Noord-Brabant and Limburg)

In addition to the chair, the five advisory committees have a core group of two committee members, supplemented by three or four advisers from the relevant region. There is no advisory committee for the Caribbean part of the Kingdom, as no applications for the multi-year festival grant 2025–2028 have been received.

Composition of committees

We ensure that each advisory committee includes the broadest possible representation of the sector. This involves not only expertise in the various disciplines, but also knowledge of production, programming and audience reach. We believe it is important to have a wide range of voices, experiences and backgrounds represented.

All advisers and chairs are screened in advance to check for any actual or apparent conflict of interest. If this is the case, they are excluded from sitting on an advisory committee.

From assessment to decision-making

The advisory committees assess the multi-year grant applications, basing their decisions on the criteria set out in the 2025–2028 multi-year production grant and the 2025–2028 multi-year festival grant. The chair’s primary task is to ensure that assessments are carried out consistently on the basis of sound arguments. The Board of the Performing Arts Fund takes a decision on the applications based on the committee’s recommendations.

Supervisory Board

The work of Managing Director Viktorien van Hulst is overseen by a Supervisory Board. The board follows the guidelines of the Cultural Governance Code and focuses on strategic policy and operational management during its meetings.
